The Vermont Captive Insurance Association serves an important role in anchoring Vermont not only as the premier US captive domicile, but as one of the world's largest and most desirable domiciles.
Through successful efforts to promote the general welfare of the captive insurance industry in Vermont, VCIA has earned the national reputation of being a well-respected and highly effective trade association.
VCIA provides members with legislative leadership, education, opportunities for information-sharing and a network of mutual support with others who share objectives in order to ensure an environment favorable to the continued growth and health of the captive industry and the Vermont captive community.
This is accomplished through an economically sound association that is actively governed and supported by a participative membership. Our 2025 strategic initiatives reflect the collective effort of the VCIA Board, staff and members to envision and execute an association model that is highly innovative and modernized to fit the rapid pace of captive industry growth.

Kevin began his tenure as CEO of VCIA in February 2022.
Kevin brings a wealth of association management and financial tact to VCIA, having engineered a merger of three global independent accounting associations and forming PrimeGlobal, which represented 2,000 partners and 14,000 employees in 90+ countries. Kevin then facilitated rapid membership and revenue growth, increasing the net income 25% from 2 billion to 2.5 billion USD for PrimeGlobal. After PrimeGlobal, he was the Vice President of Resource Development for Spokane County United Way, a chapter of the biggest charity in the world, and most recently was the Executive Director of a rare disease foundation.
Holding two master’s degrees related to association management and finance, Kevin is the perfect candidate to lead VCIA, build out the captive industry’s flagship conference, increase VCIA membership and membership value, while evolving the organization for the future.
Diane Leach joined the Vermont Captive Insurance Association in 1987 and is the Director of Education and Program Planning. She started her captive insurance career in 1984, working for American Risk Management, Corp. in the accounting and administration areas. Her involvement with the Association began during its early stages and has continued through its current maturity. She is a past Board member of the Vermont Society of Association Executives and a member of the American Society of Association Executives.
Jocelyn Lamb joined VCIA in January 2023 as Accounting Manager. She graduated magna cum laude from Northern Vermont University (formerly known as Johnson State College) in 2010, with a bachelor’s degree in business. Prior to this role, she spent just over 11 years as an insurance examiner in the Captive Insurance Division of the Vermont Department of Financial Regulation, where she contributed to the regulation and analysis of Vermont domiciled captive insurance companies.
She and her husband also own their own small business, a 3,000-tap sugaring operation in northern VT on land that has been in the family for generations. Jocelyn is excited to remain in the captive industry and experience it from an additional perspective!
Francis McGill joined Team VCIA as its Director of Communications in January 2022. He has nearly ten years of experience in completing successful marketing campaigns and communication strategies for higher education clients and LED light bulb clients, as well as Vermont's only lifecare senior community, Wake Robin.
Having graduated with an honors bachelor degree in English and Philosophy, Francis grounds his work in critical thinking, using persuasive storytelling and audience understanding as key ways to drive engagement. He is excited to learn about all things captive, and to bring his creative approach to the staff and the association.
Angie Armour joins the VCIA team after 21 years at Saint Michael’s College where she was most recently the Executive Director of Institutional Advancement. At SMC, she led a team of 12 who worked with the College’s largest donors and hundreds of alumni and parent volunteers and served on the search committee that helped to hire the newly named president. She also spent 12 years as the College’s director of alumni and family engagement and prior to that worked in the Athletic Department’s sports information office.
A native Vermonter, Angie has spent her career building relationships and traveling the country on behalf of her alma mater. She is a 1999 graduate of Saint Michael’s with a bachelor’s in journalism and earned her master’s degree in 2009 in administration and management.
Drew Frazier joined VCIA in October 2023 after more than a decade managing creative and technical projects for community media centers. Through his work at Burlington’s Media Factory, he spearheaded many collaborative endeavors, including the Vermont Media Exchange, Localeyz, and Vermont Community Television. He remains actively engaged in the Vermont arts scene and serves on the organizing committee of PechaKucha Night Burlington and as Managing Director of Sundog Poetry.
Nikki has over twenty-five years of experience supporting a wide variety of philanthropists, non-profit organizations, small businesses and entrepreneurs. She has the unique combination of hands-on administration that maximizes organizational effectiveness, operations-oriented leadership that ensures efficiency, and people-oriented guidance that yields productivity. She brings VCIA a depth of experience with event planning and financial management.
Nikki is a native Vermonter and resides in South Burlington, VT. She enjoys traveling, time with her family and exploring the great outdoors in her free time.
