January of each year brings us the VCIA’s Legislative Day in Montpelier and gives the industry the opportunity to reconnect with the body, that in a prior incarnation, created the legislative and regulatory framework that continues to serve the State of Vermont and the captive industry so well. VCIA's 2025 Legislative Day will be productive, educational and focused in advancing Vermont's captive interests. I want to take this moment to thank our 40th Anniversary Emerald Sponsor M&T Bank/Wilmington Trust for presenting the event.
For the Vermont Statehouse this is a new assembly, and many of those taking up seats will be unfamiliar with captive insurance and the impact that Vermont has globally. To build that knowledge, we host legislators for a lunch where they can interact with Board members, VCIA member and staff. Then, later in the day, we make formal presentations before the Senate Finance and House Commerce & Economic Development Committees.
Leading the testimony this year for the VCIA will be Board of Directors member and captive owner Melinda Young. She will explain to the assembled lawmakers why a Missouri-based construction corporation effectively brought its risk to Vermont many years ago, and why the choice remains valid to this day. She will also detail the impact that her captive has through taxes and fees paid, and the events within Vermont that they support, both internally and through the VCIA. Extrapolating that from Melinda’s captive up to the over 600 active captives in Vermont will give new and seasoned legislators a great picture of the reach of this industry.
We will also be drawing the attention of the Committees to the 2025 Captive Bill, which, while containing no earth-shattering provisions updates the framework that makes our brave little state the world leader that it is. Each year, the VCIA brings the interests and needs of industry forwards to ensure that the voice of the members is heard by those that create and amend the laws under which we operate. Members will receive a detailed report a week after the event.
